Julie Barron Morrill
Julie Barron Morrill has demonstrated the ability to plan, coordinate, and develop sensitive training drills and exercises for both public and private sector clients. She has developed emergency response and business contingency plans, crisis communication and emergency plans, and coordinated and organized logistics for emergency exercises with up to 800 participants.
Ms. Morrill, in CMCG’s partnership with The Litaker Group, recently provided assistance to the Department of State Health Services (DSHS) Community Preparedness Section to support the development of a strategic 5-year plan for a health system approach to public health emergencies related to prevention, response, and recovery from natural and bioterrorism events.
Ms. Morrill was the project manager assisting the state of New Hampshire with the design, development, and conduct of a three-day Strategic National Stockpile exercise. This statewide exercise involved a tabletop exercise for the State Emergency Operations Center for the request of federal SNS assets; a receipt, storage, and staging drill; and three simultaneous point of dispensing site drills in communities across the state.
Ms. Morrill assisted in the development of the Harvard Medical School and Harvard School of Public Health Emergency Management Plans and Emergency Response Procedures. Specifically, Ms. Morrill assisted in the development of the overall Emergency Plans and Response Procedures for Senior-level administrative staff assigned to the Local Emergency Operations Center. The emergency management procedures included the actions and the coordination of involved departments should an emergency occur on the Longwood area campus, including a major Select Agent Laboratory release. Examples of the LEMT emergency management procedures developed are Environmental Health and Safety, Public Affairs, Student Affairs, Human Resources, Facilities and Operations, Harvard University Police, and Longwood Security.
Additionally, the School of Public Health and Harvard Medical School requested Ms. Morrill’s assistance in the update of their Business Continuity programs to prepare for pandemic flu. This effort involves assisting the business continuity stakeholders complete a Business Impact Analyses for their departments. Their initial drafts were provided for her review and determination of HMS-wide issues. Ms. Morrill assisted HMS and SPH in the determination of recovery strategies, and the development of a business continuity plan.
Ms. Morrill also assisted the State of Texas Department of State of Health Services (DSHS) perform a comprehensive assessment of the health and medical response to hurricanes Katrina and Rita. Ms. Morrill was the primary author of an After Action Report to review and evaluate the DSHS response. The After Action Report included specific recommendations for improvement and a detailed corrective action plan.
Ms. Morrill has consulted for the Department of Homeland Security, the Department of Defense, the Department of Justice, as well as the nuclear power, petrochemical, pharmaceutical, and financial industries. Ms. Morrill actively participated in over 30 major emergency exercises, including one exercise involving petrochemical facilities in four countries, and one involving over 3000 emergency responders nation-wide.
In 2001, Ms. Morrill was instrumental in developing simulation exercises at both the Contingency Planning & Management (CPM) conference at the Hynes Convention Center in Boston and the New England Disaster Recovery Information Exchange (NEDRIX) conference in Newport, Rhode Island. Both exercises received high remarks from corporate attendees.
Ms. Morrill supported the development and conduct of more than 120 chemical and biological exercises for cities across the U.S. as part of the Nunn-Lugar-Domenici Domestric Preparedness Program.
In addition to consulting, Ms. Morrill is certified as an Emergency Medical Technician in Massachusetts. She is an active volunteer for the American Red Cross of Massachusetts Bay, where she regularly teaches CPR and first aid classes for professional rescuers.
Ms. Morrill has a BA in Government from the University of Virginia and attended the School for International Training in Geneva, Switzerland.
